October 2026 has brought several important financial and banking changes in India. These updates cover digital payments, LPG subsidy, ATM transactions, NPS charges, bank deposits and small savings schemes.
Some changes became effective from 1 October 2026, while the new UPI Merchant Discount Rate (MDR) framework for certain merchant transactions is scheduled to start from 15 October 2026.
If you use UPI, have an LPG connection, maintain a bank account, invest through NPS or use small savings schemes, these changes are worth knowing.
In this guide, we explain the major Financial Changes From 1 October 2026, who may be affected and what you should know.
Last Updated: October 2026
UPI Rules: New MDR Framework From 15 October 2026
One of the most discussed financial changes in October 2026 is the new UPI Merchant Discount Rate (MDR) framework.
However, there is an important point to understand: the new UPI MDR framework is scheduled to take effect from 15 October 2026, not 1 October 2026.
Under the new framework, specified Person-to-Merchant (P2M) transactions above ₹2,000 may attract MDR, subject to the applicable transaction category and prescribed limits.
This does not mean that every UPI user will suddenly have to pay a charge for making UPI payments.
If you want to understand how UPI has evolved as a major digital payment method in India, you can also read our guide on UPI transactions and digital payments in India.
Will UPI become chargeable for normal users?
For Person-to-Person (P2P) transactions, UPI remains free.
Merchant transactions are treated differently depending on the type and value of the payment. Transactions covered under the applicable zero-MDR framework will continue to remain free.
The important point for ordinary users is that a UPI payment above ₹2,000 should not automatically be interpreted as a transaction on which the customer will have to pay a fee.
The applicable MDR is primarily a matter concerning the merchant-side payment ecosystem.

LPG Subsidy: Biometric Aadhaar Authentication
Another important October 2026 update concerns domestic LPG consumers.
From 1 October 2026, consumers need to have completed Biometric Aadhaar Authentication (BAA) to book domestic LPG refills at the regulated retail selling price with the applicable subsidy.
Consumers who have already completed the required authentication do not need to repeat the process.
Biometric Aadhaar Authentication can be completed through the applicable LPG delivery personnel, LPG distributor showroom or official oil marketing company mobile applications.
For example, customers may use the official applications associated with:
- IndianOil
- Bharatgas
- HP Gas
If you want to check your LPG subsidy status, see our step-by-step guide on how to check your LPG subsidy online.
What happens if authentication is not completed?
Genuine LPG consumers are not simply denied access to LPG.
However, consumers who have not completed the required authentication may have to purchase LPG at the applicable market price without the subsidy, depending on their eligibility and the applicable process.
Therefore, eligible LPG subsidy beneficiaries should check their authentication status.
SBI ATM Rules for Salary Package Account Holders
SBI has revised the free ATM transaction limit applicable to certain Salary Package Account holders.
From 1 October 2026, eligible SBI Salary Package Account holders using their SBI debit card at other banks’ ATMs or ADWMs will get five free transactions per month instead of 10.
The applicable limit covers both financial and non-financial transactions.
After the free transaction limit is exhausted, applicable charges may be levied on additional transactions.
For eligible customers, the reported charges are:
- Cash withdrawal beyond the free limit: ₹23 + GST
- Non-financial transaction beyond the free limit: ₹11 + GST
This change specifically concerns the applicable SBI Salary Package Accounts. Other SBI account categories can have different ATM transaction rules.
Therefore, customers should check the service-charge rules applicable to their specific account.
These ATM rules are only one part of managing a bank account. You can also read our guide to bank accounts, minimum balance and interest rates in India.

SBI BSBD Account: Free Cash Withdrawals
SBI’s Basic Savings Bank Deposit (BSBD) account has a separate cash-withdrawal structure.
The account provides four free cash withdrawals per month through applicable channels. Additional withdrawals beyond the free limit may attract applicable charges.
Customers should also remember that cash withdrawals, digital transfers and non-financial ATM transactions can be governed by different rules.
Therefore, BSBD account holders should check the applicable SBI service-charge schedule rather than assuming that every type of transaction is counted in the same way.

NPS Charges Revised From 1 October 2026
The National Pension System (NPS) has also seen changes in the Point of Presence (PoP) charge structure from 1 October 2026.
Under the revised framework, a ₹200 one-time onboarding charge per PRAN applies through the applicable PoP route.
The revised structure also provides for an annual PoP charge of 0.20% of AUM, subject to the applicable framework, conditions and exemptions.
Certain fully digital, non-face-to-face onboarding routes can have a lower applicable onboarding charge, subject to the prescribed conditions.
For NPS subscribers, understanding these charges is important because investment returns are not the only factor that affects the overall cost of maintaining a retirement account.
Existing and new NPS subscribers should check the applicable charges based on their onboarding route and PoP.
Bulk Fixed Deposit Rules From 1 October 2026
Another banking-related change concerns bulk deposits.
Under the applicable framework, banks are required to disclose interest rates for qualifying bulk deposits of ₹3 crore and above on their websites.
This is mainly relevant to customers and institutions dealing with large deposits.
For most retail FD investors with deposits such as ₹1 lakh, ₹5 lakh or ₹10 lakh, this particular bulk-deposit disclosure requirement does not represent a direct change to their normal FD.
Therefore, ordinary FD investors should not confuse the bulk-deposit framework with changes to regular retail FD rates.
If you are comparing bank deposits, our guide to Fixed Deposit interest rates and returns explains the factors investors should consider before choosing an FD.
Small Savings Interest Rates Remain Unchanged
There is also an important update for investors in government-backed small savings schemes.
For the quarter from 1 October 2026 to 31 December 2026, the government has kept the interest rates on various Small Savings Schemes unchanged from the previous quarter.
The applicable schemes include:
- Public Provident Fund (PPF)
- National Savings Certificate (NSC)
- Senior Citizens’ Savings Scheme (SCSS)
- Sukanya Samriddhi Account
- Post Office Time Deposits
- Monthly Income Account
- Kisan Vikas Patra
For the October–December 2026 quarter, the notified rates include:
- PPF: 7.1%
- NSC: 7.7%
- SCSS: 8.2%
Therefore, investors should not expect a fresh interest-rate hike or reduction for these schemes during this quarter based on the current notification.

What Should You Do Now?
The Financial Changes From 1 October 2026 do not affect every customer in the same way. The impact depends on the bank account, payment method, investment or financial service you use.
These October financial changes do not mean that every bank customer or investor needs to take immediate action.
Instead, check which changes are relevant to the financial products and services you actually use.
If you use UPI:
Understand the difference between P2P and P2M transactions. Also remember that the new MDR framework is scheduled for 15 October 2026, rather than 1 October.
If you receive LPG subsidy:
Check whether your Biometric Aadhaar Authentication has been completed.
If you have an SBI Salary Package Account:
Keep track of your monthly ATM usage, particularly when using other banks’ ATMs.
If you invest through NPS:
Understand the applicable PoP and onboarding charges associated with your account.
If you have a large FD:
Check your bank’s applicable bulk-deposit interest-rate disclosures.
If you invest in small savings schemes:
The applicable October–December 2026 rates remain unchanged from the previous quarter.
These rule changes are easier to understand when you have a clear view of your overall personal finance basics.
Final Takeaway
Financial Changes From 1 October 2026 cover several areas, including UPI, LPG, banking services, NPS, fixed deposits and small savings schemes.
One of the most important things to remember is that the effective dates are not the same for every change.
For example, LPG biometric authentication and several banking and NPS-related changes apply from 1 October 2026, while the new UPI MDR framework is scheduled to start from 15 October 2026.
It is also important not to assume that every new rule affects every customer. The impact depends on the type of account, transaction, investment or service you use.
Before taking any financial action, check the latest applicable information from your bank, regulator, government department or service provider.
